She found one in their house. She researched what it was and found out the legend of the dragon balls. She analyzed the dragon ball she had with all the tech instruments she could think of and that she probably had lying around in her house and found out that the Dragon Ball emits a certain kind of wave or radiation or something like that that can be picked up, since her instruments picked up on that. She then proceeded to build a specialized device in picking up that specific signal in order to find out the other Dragon Balls to get a wish.
In the past, there simply wasn't technology capable of analyzing the Dragon Ball and discovering the signal they emit. And once that signal was discovered, its simply a matter of building a device specialized in picking put that signal and finding the rest of them.
Dr. Gero probably did the same, but he wasn't able to create a specialized device as accurate and as small as the Dragon radar Bulma created. She is a genius after all.
