Budokai 1: Super Saiyan Goku (has the highest stats in the game)
Budokai 3: Either Kid Buu or Omega Shenron (Kid Buu for being short and really fast and his supers do really high damage, Omega Shenron mostly for his Dragon Thunder exploits in combos)
Tenkaichi series: SSJ4 Gogeta or Kid Buu (Both are extremely fast and have annoiyng rush attacks)
Raging Blast 2: Ultimate Gohan (Best stats in the game)
Super DBZ: Krillin (Has every option to keep you away from him, including and invicible Kienzan that can bypass every attack)

On the bit about leveling Mr. Satan in LOGII, another good place I've found is this one Artic area in the...northwest, I think. It's somewhere in the north anyway, and you go as far back into that area as you can, and there's this huge ice T-Rex (for lack of anything better to call it). Just spam the stun move, and punch it a few times each time.

I think in the DBZ SNES RPG that it's possible to use "body switch" with Ginyu. Ie, he can use it on Freeza's first form but in the next battle he goes back to being Ginyu. (note- I think you can "recruit" him by having him possess a character and then killing the character he possessed)
Ginyu can also do a body switch in the Genesis fighting game but, it's very difficult to pull if. If properly mastered it would make for the toughest spam in any DBZ game.

GT Final Bout was originally planned and expected to be the final DBZ game of all time cause, hey- why would there still be interest in making DBZ games long after the series has ended? 
SSJ 4 Goku was thus designed to be the strongest DB gaming character of all time.... well, at least for his time. As a result he's tremendously OP. I actually avoided playing him for that reason since he essentially could just slap the enemy down with little effort.

Based on responses I've heard....
1. Final Bosses
2. Vegetto/Gogeta
3. Anyone who is SSJ 3/4.

Pure Buu is too damn overpowered. In pretty much every game he appears in. The main problem tends to be that he's just too goddamn fast, with tons of spammable moves. This is especially annoying given that in the actual source material he's one of the weakest forms of Majin Buu.
Aside from him, I'd nominate Super Buu in Budokai 2/3, Captain Ginyu in any game that doesn't nerf his Body Change move to the point of uselessness, and Android 20 in Budokai 2.

I think it makes sense he's the strongest- he's the absolute final enemy in the entire game, the guy standing between you and total victory.
Sure he's cheap and annoying but that just makes beating him all the more satisfying.
(I am disappointed that Bills and Whis don't seem to be god-like given that, well, they are kinda god-like in the canon....)

A easy way to find the most OP in Budokai 3 is set the difficulty to Z3 mode then have the computer fight itself with the games best characters. Just have them go first to 10.

Z1, Z2 and Z3 are not difficulty levels, but AI stat boosts that only apply to the story mode. -Gogeta SSJ4: Laughably powerful in most of his incarnations.
-Kid Boo in the RB series: I swear, half the people online always used this guy. It's a good thing that after playing against so many times that he becomes predictable, but still. >.>
-Super Yi Xinglong in B3: 7 ki bars from the get-go shouldn't be a thing...
CPU:
-Gotenks (B3's Dragon Universe): Giving a character infinite Ki when the Highest difficulty has him teleport after 90% of your hits and spams Hyper Mode is a cocktail for disaster.
-Most of the BT3 characters you're not supposed to win against in Story Mode: Yes, I actually bothered with this to see what would happen.

Only during Dragon World is Super Buu ever remotely a challenge in Budokai 2 (mainly because he'll absorb Gotenks or Gohan if he ever beats them). I'd also have to say SSJ4 Gogeta. In Budokai 3/Infinite World, his attack percentage is 180%. Big Bang Kamehameha and x100 Big Bang Kamehameha are extremely lethal, and on top of that, he has infinite ki. Even considering his timer he can still slaughter someone in one go. In the Tenkaichi games, he attacks super fast (not so much in the first one though) and his strength is way up there. He has no weakness at all, only strengths.

Kid Buu was insanely fast and spammed that bullshit Vanishing Ball constantly. And the worst part is that it could hit you while you were down. Which is an incredibly cheap gimmick in my opinion when it comes to fighting games. But once you found the right rhythm you could beat kind of easily, going back to Budokai 2 every now and then I can kick Buu's ass easily.
Omega Shenron... *shudders* Just broken and cheap in every way. And it doesn't help that the AI on just the regular setting is very hard. Like pushing Z-Difficulty in Budokai 3 hard. And seven bars of heath. Who the fuck thought that was a good idea!?

SSJ4 Gogeta is an obvious choice. I personally love using kid buu in budokai 3 because of his insane combos and because he starts with 6 ki bars. I made all my world tournament money with him.
