19 really works as creepy due to his limited dialog and unsettling smile he has at times. Also, I think his dub voice works really well for this clown-like character.

I like the desing for 19 and 20 It's very refreshing for my eyes.
And the dubbed 19's Squeaky voice irritates me,
Japanese sounds more serieus and gives the character a darker feel.

I always liked that in contrast to his less human exterior the character was always played with a sense of arrogance by Hori Yukitoshi. Hori didn't play him as an automaton at first, but somewhat guarded and silent. Then, as he battled Son Gokuu and Vegeta, little by little, Artificial Human Number 19's hubris began to show. It was a nice go, while it lasted.

I wasn't sure if Pure Buu counted since Goku still killed him later. There's also Vegeta, and maybe Raditz.

Ginyu might count as well. Cell would, excluding GT. Though if you include GT you've got Rild.

I think Raditz lost since it was both Goku AND Piccolo's battle... but then Gohan aided them so it doesn't technically count as a win.
