Were the Kaioshin ignoring Freeza because of Beerus?

I think that is more a question of being neutral. Freeza's actions weren't exactly threatning the balance of the universe. Boo and Beerus have that kind of potential, though.

The only planets Freeza blew up that we knew of is Planet Vegeta and Namek. Freeza is not the type of person who goes around blowing things up. He does not like get his hands dirty, so he has other people to do his wrong for him. He blew up Planet Vegeta because he was scared that the Saiyans would over power him and he would have destroy Planet Vegeta even without Beerus on his side.

Frieza had no intention of suddenly halting the growth of his empire. Had he not been stopped, he would have continued conquering planets until every last one fell under his evil rule. Casually turning planets into space dust is awful, but a large portion of the universe being forcefully run by one individual isn't any better.

Without the interference of Whis, Beerus, Kaioshin, or Dabura, the tyrant's conquest would have had no end.

The Kaioshin had no reason to fear Frieza was to lazy to train at the time he was no threat to them. Also Frieza dosent want to destroy the universe like Buu did nor can he travel to Other World.

Him ruling the universe is not something they would stop ether because that is interfering with the natural evolution of events, something they try to avoid.
