Ironically, Cell would be the worst choice if you want to give people other than Goku time to shine. Who would defeat him? Because Gohan doing it again would be boring and redundant. Goku even more so. And if Goten& Trunks did it Cell would be reduced to gag status.

And so the reason Gohan just keeps getting weaker and weaker is because the Cell inside him is draining his energy and then one day, the cell has enough power and he bursts out of Gohan's chest while right in front of Piccolo and Goku. Piccolo sobs like a bitch and Goku is like "Whoa it's Cell! and he killed Gohan.....I better give him a senzu bean."
I'm putting this in my signature. This is probably the best explanation I've seen for why Gohan has gotten so weak.
Alright then, you go ahead and have fun with that.

Veggie would be best.

As ASSJ, he humiliated Semi Perfect Cell. 18 absorbed. Tables turned. Perfect Cell ROFL Stomped Super Veggie in less than 3 moves. Heavily suppressed at well.

Veggie never really got his chance of proving himself in Cell Games. He became mere spectator, fought Cell Jr. Rushed against SPC. Was brushed aside like trash. Though ultimately, Veggie did distracted SPC & cost his his

But an all-out decent between those 2 would be titanic

He can't come back. All the Cells from the 3 timelines were killed.

Freeza was not only the most demanded resurrection he was the only plausible one and even that's rather contradictory to certain story details.

Goku didn't die in GT. The show sucked him off so much, it was impossible to keep him in the world of the living, so he ascended beyond mortality.

I'd set the story after Goku and Vegeta leave Earth and die in a final battle. It would be a Gohan vs Cell rematch, sort of. I'd start the story by focusing on Gohan's career, which at present involves researching the hidden science behind the crazy mystical martial arts shenanigans that he and his family were able to engage in. Gohan had become incredibly weak due to focusing his immense potential toward is intellect, rather than his power.

Dr. Gero had brother/assistant, who was just as pissed at the Red Ribbon Army's destruction as Gero was. Gero's brother infiltrated Capsule Corp. around the time of the Androids' attack and planned to attack their enemies from the inside when the time was right, were their creations to fail. He remained in hiding because he could not think of a way to conduct his revenge. Cell was more of his idea than Gero's, so he was sympathetic to Cell's death, and wanted revenge on Gohan. After catching word of Gohan's published work, he believed that he could finally take the remaining heroes down, namely Gohan. He gathers the Dragon Balls and revives Cell. Immediately sensing this, and being the closest, Piccolo rushes to the scene. Gero's brother/assistant hides, while Cell prepares to face off against Piccolo. Piccolo makes short work of Cell. After Piccolo departs to give word to the other fighters, Gero's brother retrieves a piece of Cell's body, and takes it back to his lab. He uses his knowledge of Capsule Corp.'s technology, Dr. Gero's research, Gohan's research, and a piece of Cell's body to create a powerful new fighter.

Long story short, he's super strong, and only Gohan has the potential to stop him. Only Gohan has difficulty focusing his potential on fighting, since he's been slacking in that department for decades. Fortunately, he'd been secretly developing the ability to fight with more mental abilities. As something more like a mystical ki wizard, or something, Gohan defeats the new and improved Cell.

The story begins after Future Trunks has killed Imperfect Cell back in his timeline. After that, he is recruited by the Time Kaioshin to become a Time Patroller, otherwise she will be forced to take action upon him for breaking the laws of the universe and time-travelling. Trunks accepts and he starts putting a team to help him combat the Time Breakers Towa and Mira. Training in the Time Nest, in-between his encounters with the two evil-doers, Trunks also manages to achieve Super Saiyan 2. That however is still not enough to put Mira down for good, who comes back even stronger everytime he is defeated.
One day, Towa and Mira chose to attack a very early point in the timeline, where there was nobody who Trunks could rely on during that time for help against such powerful opponents, so he decides to take the young team of Time Patrollers that he assembled over time. However, Mira has returned stronger than ever and defeats them all, even Trunks, killing all the youngsters in the process too. This causes Trunks to burst with power and unlock Super Saiyan 3, after which he kills Mira with a singe blast, this time for good.
Seeing this, Mira swears revenge on Trunks, but she is powerless in such a fight by herself. She then decides to replace Mira and starts searching the timelines for a warrior strong enough to replace her husband, but also unimportant enough that his absence would not be noticed as a disturbance by the Time Kaioshin. In her search, Mira finds out that the Imperfect Cell Trunks killed back in his timeline is the best candidate. She pulls him trough a portal just as Trunks' blast hits him and he is transported to the Demon Realm, where he meets his saviour. Towa explains to him what happened and asks Cell to join her, but Cell disagrees, saying his only purpose is to find the Androids and become Perfect. However, Towa tells him that he doesn't need the Androids to achieve that goal and that she can help him do it easier. Intrigued, Cell accepts. Towa creates a force field around the cell in his head that allows him to regenerate as long as it is intact and she blasts off Imperfect Cell with the strongest attack she's got, obliterating him. However, Cell reforms and is astonished to see that he has reached perfection. Towa now asks him to join her and both have their revenge on Trunks, who was the one who interfered to both of their plans. With his perfect form achieved and nothing else in sight, Cell accepts to make that his new goal. Then, as he accepts, Towa surprises him by telling that now he has accepted to be her partner, she can make him stronger than ever. She then pulls out Mira's remains and using her dark magic, fuses them into Cell's body, creating what she refers to as Time Breaker Cell.
Together with Cell, who is now more powerful than Mira ever was, the two start terrorizing the timelines again. Trunks is helpless against him even as a Super Saiyan 3 everytime he tries to stop him, but the Time Kaioshin saves him at the last moment everytime, returning him to the Time Nest. In the meantime, from every timeline that Cell destroys, he always makes sure to get the Cells of everybody who could give him more special abilities. Those include Majin Buu, Dabura, Babidi, Yakon and even Golden Freeza. With all those powers combined, Cell makes a bold move, to the reluctance of Towa and choses to attack Goku during the time period between BoG and FnF, so that he could add his SSG cells to himself too. This happens during the time in which Goku had not yet unlocked SSGSS and in only his regular forms stands no chance against this super-powered foe. However, Cell allows him to live, so that he might train and challenge him again in the future.
Seeing all this from the TIme Nest, the Time Kaioshin convinces Trunks to go and ask the remaining saiyans to perform the God ritual for him. Trunks agrees that is the only chance, but as he heads there, he can't help but feel that while the God power might be enough for him to defeat Cell, Cell's abilities could help him stale the fight until the form's time limit is up. However, even so, that is their only option.
Arriving in the same timeline Cell defeated Goku earlier, Trunks explains to everybody what happened and how Cell got back. Knowing they are outmatched, the sayians begin doing the ritual for Future Trunks, including a severely wounded Goku. The ritual works and Trunks achieves godhood. Seeing this from the Time Nest, the Time Kaioshin pulls both him and Cell inside the Crack of Time, where time does not pass and therefore Trunks doesn't have to worry about the time limit anymore. After a fierce battle, Trunks proves victorious and kills him with a god powered Heat Dome Attack.
Returning to the Time Nest, Trunks loses his god form, but the Time Kaioshin informs him that those powers still lie deep inside him. She then calls forth the Toki Toki Bird to undo all the damage Cell did. But the two know that their job is not over yet, as Towa is still out there.

As a back up plan Cell gave birth to a Cell Jr during the 10 day wait until the Cell Games, he then instructed the Cell Jr. to go into space and train and that he should return to Earth (or where it used to be) in 10 years so he could either join Cell or take revenge if he lost the Cell Games.

Honestly, I see no reason to do so but if it is necessary then probably through any telepathic methods as he has Piccolo's cells and therefore could manipulate hell or maybe even contact Gohan and make him think he is talking to Piccolo.

And so the story goes on.

There's still technically larva Cell alive in 4th timeline. The story cannot take place with just 3, needs 4 minimum

They just brought a villain back and did little to nothing with him even though he had the most potential for story development out of the 3 main Z villains so they should leave the past behind and focus on new stories like the current tournament and U6.
July 9th 2018 will be remembered as the day Broly became canon.

I personality don't want Cell or any new androids/cyborgs for Super. It has been over done already.

At least it's something different than yet another deity/magical enemy that's been going since Buu arc. DB and DBZ mixed "technical" villains and magical ones well

2 of Cell's kids survived & they gather the dragon balls with pilaf's help. They wish for cell to be revived.
Cell comes back in pieces, & regenerates.

Cell says that he has never trained in his life, & he wonders how strong goku is now.
Jrs tell him that he defeated even majin buu. WHAT ? So, cell decides to train for 4 months and release all his latent potential.

So, after 4 months, he attacks everyone on earth, defeating piccolo, gohan etc with ease.
During the fight, piccolo dies protecting gohan. Then gohan gets angry, & powers up to a level goku can sense at from champa's planet (he's in U6 now)
Goku & vegeta come to earth using IT. Vados & champa use travel.

Goku fights cell using his base form. Then cell transforms to his GOLDEN CELL form, & goku transforms to his "Super Saiyan, who is a saiyan who has the power of a super saiyan god" form.

Then it is not enough, so goku transforms to his "a super saiyan form surpassing the super saiyan of a saiyan who has the power of super saiyan god without being super saiyan" and is even with cell.

Champa arrives then, and cell is scared of him, who starts eating ice-cream.

Cell then starts losing stamina. Goku wins, but one cell jr fires a laser at him. Vegeta kills both jrs, throws goku away & beats the crap of cell.

Cell loses his golden form, and destroys the earth, but vados rewinds the time, so that gohan & goku do a "father-son kamehameha" and destroy cell.

Here's how I would write his return:
- Dr. Briefs' last project is a Cell Jr. built from the DNA and battle data of the Cell Games. This Cell Jr. would grow alongside a new generation of fighters to become a new Super Perfect Cell.

I figure this would take place shortly after the Golden Freeza arc.

One day, the daughter of Enma-daiou, Koenma-chan, visits Hell on a school trip. While in Hell, Koenma-chan becomes separated from her class and comes across Cell, sealed within a cocoon. Koenma-chan and Cell strike a rapport and the young girl begins making frequent, secret trips into Hell to talk with her cool new friend. Eventually, Cell expresses to Koenma-chan how he wishes he could visit all of the cool places he's been told about. Koenma-chan, being gullible enough, steals her father's nose-hair trimmers and cuts Cell free. Free from the cocoon, Cell can finally use his ki again, although it will take quite some time to fully re-awaken it. Mustering up his strength, Cell locates ki from Earth and teleports himself and Koenma-chan (his insurance) there. Cell wants to hide while he recovers his strength, but Koenma-chan wants to go sight-seeing and he is reluctantly pulled along. Much to his disdain, Cell finds himself having fun with Koenma-chan as the two do various activities. Still, Cell lusts for revenge against Son Gohan.

Meanwhile, Videl meets Koenma-chan, who has become separated from her 'uncle' (oji-sama), while shopping with her baby, Pan-chan. The two strike up a nice rapport as Videl helps her look for her uncle. Cell, dressed up in a ridiculous disguise, meets up with Koenma-chan and thanks Videl for returning her safely after he comically and frantically searched for her. Videl gets a phone call from Gohan-kun, refers to him by name, and sets herself up for trouble. Realizing he has the wife and daughter of Son Gohan in his grasp, Cell grabs the phone and tells Gohan to meet him at the amusement park.

Gohan shows up and demands Cell return his family to him. Koenma-chan is quite confused by the situation. Unable to resist any longer, Cell attacks Son Gohan, shouting his name in the way only Wakamoto Norio could. Gohan and Cell battle. Cell's ki and body still aren't reacting the way he would like, but he pushes forth nevertheless against Son Gohan. Gohan gains a momentary advantage but the cells of so many warriors within Cell active and he overwhelms Son Gohan. Koenma-chan begs Cell to stop but he cannot, he is possessed by his hunger for revenge. Gohan sees Koenma-chan's pain and transforms into a Super Saiyan. With all of his might, Gohan blasts Cell with a Kamehame-Ha that sends him flying into the Ferris wheel. Gohan admonishes Cell for ignoring Koenma-chan's affection for him. Cell can't bring himself to admit it, so he tells Gohan do with him as he will. Enma-daiou descends from the heavens and takes Cell and Koenma-chan back with him, thanking Son Gohan.

Criticism, harsh or light, is welcome! This is really rough btw

To start, we'd see Cell in Hell or some place in the afterlife, with him fighting weaker versions of himself (these weaker versions conjured by Enma or someone). His "prison cell" is made up of a combination of Katchin and some super barrier material that Whis, Beerus and/or the Kaioshin made in the past, ensuring that he can't escape. His punishment for being so bad is that (its explained that some terrible people keep their bodies so that they can endure terrible pain, be it physical or mental like Freeza suffering from the cute singing of stuffed animals) he gains no increases in strength from fighting these clones, and because they are weaker, he gains no satisfaction. Essentially, he can't attain the state of being the best fighter he can be, he can't enjoy the look of terror that he likes to inflict on other people (the clones's facial expressions shift between confidence and stern emotionless silence), he can't enjoy a challenge and he gets no closer to combat "perfection".

However, one of the other Gods or a God master-trainer (someone like Whis or Vados), sees Cell's story via one of Sorbet's spy cameras (the ones that documented Goku's battles after Freeza; why and how he or she gets his/her hands on them is still some undecided reason) and elects to revive him (with the Namek balls I suppose) to be a God of Destruction. He's revived, converses with the God/superpowered being whoever he or she is (perhaps even spars for confirmation that he's back in the mortal world and for enjoyment) and decides to take him or her up on the offer and position of being one. While he thinks about revenge (perhaps because of the 5 people who make him up; I include Goku too considering his fights against King Piccolo and Nappa), Cell is more interested in getting a challenging fight, and he feels he can do this with the person who revived him and the various other aliens he will get to govern. Also, after seeing how weak Gohan has become via the spy cameras once again (he looks at it after the person tells him about how Cell was seen in the footage), he finds revenge unnecessary. Destroying planets also satisfies his glee at making other people fear him, so he figures its killing 2 birds with 1 stone. At some point, he wants to fight Goku & Vegeta for sport, and perhaps even the rest of the cast should they be strong enough. Anyway, he decides to train after seeing how strong some people are (maybe sees Monaca and various Gods who dwarf SSj2 Gohan) and realizes attaining combat perfection comes from training. He trains, gets strong enough to be deemed a God, formally becomes one, and the main meat of the story would be his various exploits at governing his universe (keep in mind, I have no idea which universe this takes place in  )

To add some new depth and characterization, Cell is pretty happy but not complacent with how strong he's gotten and continues to fight and train at his leisure after learning the importance of training. He elects to have 1 Cell Jr. to inherit his power because he is so in love with his combat perfection and wants to maintain his legacy even after he dies a natural death. So one aspect of the story would focus on Cell trying to be a parent with some hilarious and some creepy moments (creepy as in say, taking Cell Jr on a father-son work date when he goes to destroy a planet and shows him the various ways in which he does it). Maybe Cell has some self-reflection or journey wondering whether he's really his own person, whether the cells of the 5 people in his genetic makeup is causing him to be the way he is (this wouldn't be overly long, I'd make it short and succinct to properly express everything I want to).

So one aspect of the story would focus on Cell trying to be a parent with some hilarious and some creepy moments (creepy as in say, taking Cell Jr on a father-son work date when he goes to destroy a planet and shows him the various ways in which he does it). Maybe Cell has some self-reflection or journey wondering whether he's really his own person or if the blood of the 5 in his genes is causing him to be the way he is.
Yo.

Gimme this shit. That's great.

Re: How would you write a story about Cell coming back?

There is another timeline Cell created as a back up to his plans. In this timeline he kills Future Trunks right after he discovered of the death of his mentor Gohan. So androids are still alive and when Cell awakens, he absorbs both the androids then goes on a quest for the entire universe absorbing every living being getting extremely strong. When there is no one left alive in the entire universe (except for Beerus and Whis, as Beerus is sleeping and never encounters Cell) he goes back to earth and takes the time machine to go back in the past because he desires absorbing all the power from Z Fighters. BAM. He comes in Dragon Ball Super and becomes the new villain once again.
