Yes. In fact the true is:
Pual is the god of destruction of universe 1, Yamcha is his assistance and Oolong is the Oracle from universe 12.
Yamcha killed the god of destruction and his assistance of universe 12.
Oolong knew that Goku will become the most powerful warrior and he seeped just in the begining of Dragon Ball.
Yamcha and Pual discovered and seeped too (notice that he was the first villain to see Goku's evolution.
Those universes are rivals and Yamcha is evil. Oolong wants to find a warrior who could stop him.
So Yamcha > Pual > Goku

Vegeta will always have a prideful need to do whatever it takes to surpass goku and to be the best cause as he says all the time he is the prince of all sayians! But without the kaio ken goku probably wouldn't be able to beat vegeta. But vegeta will eventually learn a technique to surpass him. Then goku will learn something new to be back on top cause he's goku and that's how it works.

I was always under the impression that Vegeta received God Ki from the SSGod ritual. He was watching Beerus and SSGod Goku's fight and clearly knew what was going on; he could detect it well. It makes more sense than just getting God Ki by training with Whis, and, no, I don't think God Ki just means holding in your Ki. Why would holding your Ki in change its type from Mortal Ki to God Ki?
Vegeta is going to catch up. SSGSS KK won't stop him, there's no doubt about it. He was the one who first discovered SSGSS (I think?), and persevered beyond SS3 with his Rage SS2 on Bulma's boat. Vegeta grew leagues beyond the supposed limits of Saiyan potential.

I and anyone else whos not a hater of him know who SHOULD if not nerfed be able to easily still surpass him.
