It doesn't even imply the universe is in the tournament actually. The key phrase here is the first thing Whis says. He doesnt doesn't know much about the other universe. We are both wrong. Whis didn't say the mortal was stronger than the Gods of Destruction, he said "a" god of destruction as in one. And the god that is weaker than the mortal is stronger than Beerus. Then Beerus said the arm wrestling quote. This is what we know
Mortal > Quitela > Beerus
We don't know how he matches up with they other gods but the mortal could be stronger than most of them considering how Beerus is seemingly a top tier god.
We also don't know if the mortal if even actually from the same Universe as the God he or she is stronger than. They never really specified. Still if the mortal isn't from U4 i find it weird that they'd bring up the God from U4, but yeah, thats the whole situation.

I'd be very surprised, if this fact differ between the manga and the anime.
Beerus just so happens to have lost at arm wrestling against another God of Destruction in both mediums and some think it might be different between them?
Nope don't buy it, however there are points that can be argued about:
Beerus could be making the wrong assumption in assuming Whis was talking about the guy he lost armwrestling to, when Whis could have known someone else, who managed to surpass Beerus since the last time they met.
Whis could have outdated info, as maybe the supposed mortal has retired or died since last checking.
Beerus just so happens to have lost at arm wrestling against another God of Destruction in both mediums and some think it might be different between them?

This just give IMO maybe MASSIVE Evidence that Damom and maybe their Twin Brother or Sister will be a Major Force in this, at least I am Hoping, but this gains it Much Traction!
