I think this is what TVTropes would call a 'periphery demographic', because it almost certainly wasn't intentional (since there are very few black people in Japan).

To be honest Tenshinhan could have had darker skin and it would have worked. He's the only one of the original cast I could have seen "changed" into a black character without it seeming odd.
He could have been the same skin tone as King Choppa or Nam back in Dragonball.
