DBS is not Toriyama's work, regardless of what is in this outline or not. I don't know why fans get worked up about what is the outline or not, it doesn't matter. I don’t know if dbs is not Toriyama s work like you said , IMO he might have some involvement, it’s not that hard of a work to give some writing ideas in 4 pages for what has to be there in every arc , and then Toei fill the blanks and Toyotarō does the same in the manga... and may be sometimes mr. tori have time to check and say I like your ideas or not . Who knows !,
