You gotta remember that Japan and the West has different culture when it comes to paying respect. I don't necessarily mean more powerful just that they might not want to continue without him out of respect. They might realize it wouldn't be as successful without Toriyama being involved. Regardless of how great the story might be, I don't think fans would be as enthusiastic about a new Broly movie if Toriyama wasn't the one writing it. I think you do make a good point. Think back to how he had a problem with something regarding DBS & then next arc we get blue haired Trunks and now they seem completely fine with Minus and overriding their own Bardock special. I absolutely wouldn't be as excited for the movie if Toriyama wasn't involved, for your exact reasons.
