I guess perhaps the whole "Goku's family's voice" precedent hadn't quite been set yet. Her voicing Gohan was probably more with the intent of being cute more than anything else, and obviously Bardock, Tullece, and Goten hadn't been introduced yet.
Even still, I guess it could just be chalked up to how dissimilar to the rest of the family he was. I'm only partially talking about the whole "innocence" deal. Bardock wouldn't quite qualify in that regard, and he was probably given the same voice as Goku for the same reason he was given the same appearance: Just to emphasize that they were father and son.

He's saying Penguin Village is indeed part of the Dragonworld. Goku had a broken radar around the time of the general Blue fights. However Senbei’s child fixed the radar using his super intellect so the radar used since then had been fixed by a Dr.Slump character thus proving that Dr.Slump is part of the DragonWorld.

It wasn't a fixed radar, it was an entirely new one built from scratch, albeit looked and functioned exactly the same. I do find it quite nifty the radar used for the rest of DB, DBZ, and eventually consumed by Gill in GT was invented by Turbo in the Penguin Village episodes. This sorta makes Senbei's son indirectly responsible for the eventual coming of the dark dragons, as he made the new radar prior to the second wish to restore Upa's father. Tsk, tsk, Elder Kaioshin, blaming middle-aged Bulma, you should be blaming a little baby!
