It's Kochira Katsushika-ku Kameari Kōen-mae Hashutsujo (*phew*), generally called "Kochi-Kame" for short. Capsule technology seems limited to Earth, although I wouldn't be surprised if other races developed similar technology to make transporting cargo easier or something. The Saiyan pods, Namek ships and other things were quite a bit more advanced than anything Earth had, but it didn't stop Dr Briefs from backwards engineering it and making an arguably better ship out of it (then again, I'm not sure how fast it is compared to a normal Saiyan pod).
As for Goten and Trunks, hmm... I think it's said at some point that Saiyan-halflings, that is, half human and half Saiyan, are 'stronger' for some reason. Humans must have a positive trait that complements the Saiyan DNA somehow. I think how it was described is the Hybrid Saiyan develop faster, they gain strength and power much more easily than a pure Saiyan. But they also lack the commitment and unwavering drive to fight that pure Saiyans have, so even though Gohan became the strongest when he really put his mind to it, he neglected his training to focus on a real life while Goku and Vegeta just kept on training 24/7 till they'd overtaken him again.
The same is true for Trunks and Goten in GT I think. They got lives and got sloppy. You can't really blame them though, not everyone can follow the Saiyan life-style.
