FWIW I don't find the behavior of Goku to be that bad with English subs. Without knowing what he is saying he just looks like an idiot...but with words I tend to find it funny how he's obviously trying to be his best "respectful" self in the presence of Gods while still pushing for a battle.

Talking seriously, when was the last time he acted like a hyperactive kid in the manga? I think never, also Toriyama is working more with Toyotarou so I'm pretty sure that Toei is the one responsible of Goku's behaviour in the anime.

Toyatoro's been writing Goku in the manga just fine. The way he's acting there is a nice balance of playful and normal. I feel think that the writers at Toei were told to make Goku a little less serious, but for some reason a lot of them decided to turn that up to 11.

I agree. I understand Goku loves to fight powerful new opponents; I just wish he didn't across as too childish. Yes, I know it's Goku's character within the series but I wish he could come across as more mature. Comedy is good. The fandom is basically DBZ + GT or DBZ + Super. lol. Why couldn't we get another masterpiece like DBZ? T.T It's like GT fans vs Super fans, whereas both set of fans still consider Z the best. xD Or you get some fans who love both GT and Super.

To answer your question, the studio working on Pokemon has competent workers who can do what they're hired for and higher ups who care about their image and the product the send out the door.

The Pokémon anime changed some of its staff and that's the result. The team behind it is full of people who understand the Pokémon brand and the result is a high quality series. Even the writing has improved.
The schedule and pre-production is a huge factor too, since there are episodes with just one key animator (https://sakuga.yshi.org/post?page=2&tags=aito_ohashi). The guy is crazy good too.
Besides a few decent animators, Super lacks all of that.
