There's really no reason to believe Freeza is that strong without his Golden form; all that's really known is 1st form Freeza > SS Gohan and final form Freeza < base Goku, and Goku's own base power is screwball in that movie. Because I don't like buffing characters for no reason, and because Roshi wasn't sure about Freeza being totally untouchable to SS Gohan immediately, I just assume 1st form Freeza is x1.5 superior to SS Gohan. I peg final form Freeza at about Ultimate Gohan tier.

But Gotenks was just fooling around in the beggining of the fight. If the Fusion's time hadn't done they would have actually defeated Super Boo?
Gotenks wasn't really fooling around after going SS3, he immediately attacked Buu in a rage and hit him with several powerful attacks back to back. The big delay in their fight was because of Buu hiding in a hole and apparently suppressing his ki (Gotenks thought he was dead). "What-ifs" don't really matter here; his SS3 power ran out, so he lost. Plus, if he wanted to, Buu could have just stayed hidden for an extra minute rather than bothering with the second part of their fight.
