True, Towa has not being confirmed as a Makaioshin, but it's still possible. The only things that could be considered as clues are that she looks like a Shinian (just a colored humanoid race), and she wears Potara-like earrings.

True, but both of those were before the Makaioshin concept was introduced...hell, one was WAY before Toriyama even designed his little cosmos ball. She doesn't have to be a Makaioshin and there are arguments for each side, but I think most of it leans in favor of her being one. As DNA said, two different things. Hell is in the Afterlife, Makai is an alternate realm below the mortal universe. Yes, Hell is different from the Ankoko Makai:
- Hell is where Yenma sends bad people after they die, it's part of the Afterlife, it was seen when Goku was travelling the Snake Way, when Goku and Paikuhan go there as enforcers, when Janemba attacked the Afterlife realm, when the villains are cheering for Buu and when the villains are plotting against Goku during GT. This is also where Akkuman comes from. It is situated right above the living realm, under the Snake Way and all that.
- Makai is where Dabra is from, supposedly he's the king there, which might mean that he was in fact the Kaio there, maybe, although nothing was ever said about that. We possibly see it briefly whilst Gohan is fighting Dabra and Babidi changes the battle grounds, but again, nothing is stated that it is or isn't. It is situated at the very bottom tip of the whole cosmos.

The Makai/Demon World as a place seperate from Hell is a very standard feature of Japanese fantasy fiction, which is why Toriyama and the anime staff both came up with basically the same thing years apart. See also Yu Yu Hakusho for a big example elsewhere in the Jump library. In video games it's central to Darkstalkers, Disgaea, Shin-Megami Tensei, and Ghosts n' Goblins (aka Makai-mura). In Disgaea the Demon World is where bad people go when they die, but usually it's more of a seperate dimension of demonic creatures and has little if anything to do with the afterlife. It's likely a transparent PNG. That's an empty background layer you're seeing. You can resave it out as either a non-transparent PNG or something lossy like a JPG to force a white (or any other color) background.
