Since we are in the movies territory, I guess Hirudegarn has the upper hand due to trading blows evenly with a form of Goku which is equal to the strongest Boo from anime. However, if Hirudegarn was oficially stated to be weaker than Janemba, who I think is equal to Evil Boo, then Gotenks Boo would win easily.

No way to tell. Ultimate Gohan's power in DBS is unknown. I would guess any non-Super Saiyan would have a challenge against Pure Boo. So, it depends on which source to stick with. In this line of reasoning, I think in the anime it's easier to visualize a scenario in which Ultimate Gohan may have a fierce fight with Base Cabba, while in the manga I don't see this possibility.

Base Cabba can handle any non-Golden Freeza's forms. He is equal to a form of Vegeta, which is equal to a form of Goku, which has surpassed Freeza's final form.

How would you guys rate the Universe Tournament fighters in terms of power based on all the versus battles so far? I'm not sure where I would put Monaka, as of now. Like do you think I have SS Cabba vs. Frost - Final Form correct?

Second form hirdugarn flat-out punched a stronger version of gotenks SS3 into goten & trunks.
I don't see how buutenks alone stands even a chance.

Simple. Hirudegarn was defeated by a version of Goku which is weaker than Evil Boo. But I think you overlooked the first part of my response. If I were to choose a version of Boo to be Hirudegarn's opponent it would be Pure Boo, because he is equal to Goku, being the strongest Boo or not
