I want to say it's some doujin tie-in made by the sisters who drew the Head Cha La doujinshi, but I have no way of knowing that other than that looks a little like their Gokû and Trunks.
#16, #17, and #18 really should have had their own numbers, seems like a missed opportunity there. Or Krillin holding the number 18, that works too. XD
This sums up half the tension and drama in the Android and Cell arcs.
