I believe it's because it was literally removed from him during Naruto so it wasn't included because of that. They were using Gaara from during the 4th Great War and he didn't have the Shukaku in him at that time, so they took that into consideration. It's like Thor and his weakness to becoming powerless without his weapon. 1) Gaara has flat out reacted and blocked a city level explosion after it blew up, that's above anything toph has done reaction wise, that's just ignoring that this is the beginning of shippuden

A) toph being the greatest earthbender is debateable, bumi and toph have fought in the comics (which are CANON) and it ended In a tie I believe. Bumi himself struggled with tilting a statue over when he retook his city
B)The thing is, if gaara is controlling the sand, then I doubt toph has the power to take it from him
This is under the assumption that gaara kept the gold dust (which, considering he doesn't use it in the last naruto the movie, he didn't)

3) Yes there is, he doesn't use it unless he ABSOLUTELY has no other choice, even then, he knows it takes up a stack of chakra, and he knows toph can sandbend (somewhat) gaara is NOT an idiot, he's not going to be dumb enough to use the sand armour
4) Gaara wouldn't be flying away, he'd just be taking an aerial advantage
4a) Gaara controls the pressure of sand burial, he can make it as high or low pressure as he wants, heck, and would've killed kimimaro (the man with tempered steel and can make it ben harder than that) with sand burial, I doubt that toph has enough raw power to resist the sand burial
5A) She can't fight her way out of gaara's sight, he can use his third eye, or whenever she makes contact with his sand, he'll know where she is
6) No doubt that she could outlast his chakra? Gaara was fighting in the 4th shinobi world war and wasn't shown exhausted, and he was using large scale techniques. Unless toph's stamina lasts for days, she isn't outlasting gaara
A timer does exist for toph, she doesn't have infinite stamina
And I would like To add my own point, toph hasn't shown the ability to bend the amount of sand that gaara has done. The fact that gaara can bend/manipulate more should tell you that gaara would have more force with his sand than toph. To assume she can bend it away from him is like saying just because she and magneto control metal, she can wrestle control of it from him
