They've been best friends since they were in school together, so it's not too odd that they'd eventually decide to do a manga together.

Yep, and apparently Katsura came up with the idea for fusing characters together.

Yeah, I think Toriyama said that in Daizenshuu 6. Katsura is also the one who originally came up with the futon ga futtonda pun that Goku used on Kaio, according to Toriyama's footnote in Dr. Slump (where a character uses that same pun).
