Is Coola a liar and/or stupid?

Yeah, at most, normal Coola could be equal to Freeza's final form. However, it is odd that Goku never claimed that Coola was as strong as Freeza, before transforming, so I believe he was weaker.

Couldn't we assume Coola was suppressed in his 4th form? I mean, Freeza could also do this.
