I think that each movie should have its own disc. 17 movies make 17 discs. And we know that 1 box has 6 discs and this mean for me that they split THE MOVIES into 3 boxsets.

Not only is that an idiotic idea, it's a horrible idea.

I'd really prefer one box for the 13 Z movies with 6 discs and similar design to the 7 series Dragon Boxes.
If by some miracle we get bonus features or TV Specials then who'd really care if the box were a little wider due to one or two extra discs...

I'd prefer one box as well, but personally, I think just getting them released at all is more important than how many boxes they'd be released in.
