Freeza got an insane boost because he had huge dormant power, and the fact that Goku & Vegeta are gods means nothing for their battle power. Cell's a weird case because of the whole, "My power is limited until I absorb the androids" thing. Though he does receive at least one major strength increase via near-death power-up after becoming complete, so who knows.
With the previous material we've had, I would have said he was about at his peak. Of course, I would have said that of a lot of characters, certainly about Freeza and most likely the Saiyans as well (I still hold this approach true in the original anime-GT timeline; everyone seemed to be reaching the end of their potential gains).
But in the version of the series that's augmented by Battle of Gods/Resurrection of "F"? Sure; why not. It's now been established that characters can continue to make nearly limitless increases through training. Since Cell is comprised of several fighters who continue to grow to absurd heights (Goku, Vegeta, Freeza), there's no reason to think he couldn't potentially outpace them all.
Really different approach than the one the series initially seemed to gesture toward, but with Freeza now being one of the series' strongest villains, it seems to be the case. Better hope there's not a "Resurrection 'C.'"
