I don't know what people find entertaining maybe being a coward and weak people like. I bet half of the people with the Tenshinhan has no personality has never watched the original dragonball. So many great building and friendship and leadership moments for him. Be a real fan and stop relying on just Z.

Tenshinhan is a fantastic character. He was the first stoic type rival the Goku ever had. The reason he's so neglected is because of the way Toriyama wrote him out of the story. He basically made it so Tenshinhan wouldn't really associate himself with any of the cast members unless there was a big reason to. The only time you see him acting chummy with the gang after the Cell arc was at Bulma's birthday party in Battle of Gods. He's also probably not very popular with kids because of his personality. I'm guessing Toei just did not want to make filler episodes with a character that was not very popular. It would also be hard to write stand alone episodes for Tenshinhan because of his lonely nature. It wouldn't feel quite right for Dragon Ball.
Yamcha, on the other hand, can be farmed for comedy. He's basically a meme in-universe now, sadly.

Read some of my comments Allot to be explored which is what is coming up episode 89. His a teacher and has his own dojo. Do you know he's Nomadic which means he's had tons of adventures. He's a famer and charges to help other in their farms. Choutzu and himore have made a good living off that. Did you know that? Did you know Yamcha and Lunch visits him. Sounds interesting to me. I guess this weeks ep proved why it's kind of hard to shown Tenshinhan in his "downtime" because even then he's still training and running a martial arts school.

Honestly the premise was pretty good, but the execution was horrific and honestly poor Tien had the worst treatment of any participant to date.

As far as proper power scaling we need to wait until the tournament. Which is what Akira has outlined. Not all these terribly written ass pulls of recruitment episodes.
