What should be in Budoukai 3?

Here is what I personaly would like to see:
Battle Damage - I know it's a lot to ask for, but I think it would be great if it was included.
What If Fuison - This was an excellent idea for DBZB2 but was hardly developed. I'm sure a vast majority of fans want to see the infamous Goku/Gohan fusion with the earings. I'd also like to see the unofficial Kururin/Piccolo fusion, which Akira actually drew a pic of. Tencha should be kept (not enough is done with Ten and Yamcha, so it's good they had their own fusion), but Goktan/Gokule should be scrapped. I'd also like to see a Teen Trunks/Teen Gohan fusion who uses a sword (Trunks has his sword and Gohan has the Z Sword, ignoring the fact it breaks). In fact, Gohnks should feature in the story, along with Gojita and Gotenks, and the three fusions of the Son and Vegeta family all work together to take down a super powerful villian (maybe Buu who's absorbed Freeza, Cooler, Cell and Brolly?).
Story - They should write a new story which has elements of the original story and movies it'll be taking the characters from, but ends up being something completly new. The idea of giving each character their own story, like in SuperSonic Warriors (already stated) would be excellent, though unlikely due to the large number of characters.

That could be amazing - then again, it could end up like GT, so you never know what you're getting.. Maybe, but I myself would like to see the games have a fresh story. The problem with using the show's story is that I know the proper results of the fights and who must fight who to win. With a new story, we can see some interesting twists, for example Cell, Cooler and Freeza team up and (somehow) manage to get Brolly under their control. Freeza decides to go to Namek (Cell can speak Namekian) to get the Dragonballs and wish for imortality for all of them and perminent (sp?) control over Brolly. By chance, Trunks comes back in time (so we can have the Gohan/Trunks fusion I suggested), and Goku, Vegeta, Gohan, Teen Trunks, Goten, Chibi Trunks, Piccolo and Buu go off to Namek to save the universe. Ultimatly, Goku and Vegeta, Gohan and Teen Trunks and Goten and Goten and Chibi Trunks must fuse to take down a super powered version of Cooler, Cell and Freeza (Gojita vs Cooler, Gohnks vs Cell and Gotenks vs Freeza). Gotenks is continously poking fun at Freeza, driving him insane.

That could make for an interesting storyline. I like the idea of new fusions. The 'What if' style fusions were particularly cool! It'd be great if Budo3 would let any character fuse with any character, you could have some really comic results XD But it'd take a long time to develop all the character designs..
Any character fusing with any character would be impossible to do. The company would have to program in every possible combination. They'd need to design how the character would pysically look, their moves, their voice, their image for the health bar, give each character the moves for the fusion dance, throwing the earing and catching the earing etc., which would take up to much time and space. It's better to have a few pre-set fusions then hundreds.
That's because the PS2 is nowhere near as powerful as Sony would have you believe. It's the least powerful of all 3 current consoles anyway.
By this time in the PSOne's development cycle, games would use about 75% of the machine's power. We're already over 90%. There's simply not a huge amount more that can be done, and games cross-developed for all platforms are already being hurt by PS2 development, especially X-Box, and super double especially PC games (since even last years PC's are about a billion times more powerful. Maybe). So the statement "it has a lot of untapped power" is, well, wrong. Sorry.
As Caracal, it's not a machine's power that's stopping them from doing "anyone with anyone" fusions...it's development time. "Impossible Creatures" was a game based around the idea of fusing any one animal with another, and the development and game balancing on that was apparently a nightmare.

Actually, it's not that complex Liam. If they just wanted to include a 'fuse with whoever' skill they'd only need a randomizer. It's not that simple at all. You can't just have a "merge models together" option. Making sure the textures and 3d model actually form a coherent whole would require a mammouth feat of engineering, one that I don't think is currently possible. IF everyone was the same height, had the same overall dimensions, and had exactly the same features, then it MIGHT be possible. Maybe. But they aren't. And it isn't. You couldn't simply put Kuririn's eyes onto Goku's face. The texture wouldn't fit the model. It would have to be placed manually. Which gets back to the original problem...that they'd all have to be done manually.
And this isn't even going near the fact that you'd actually want the characters to be vaguely balanced and playable against each other, which again would require an extremely complicated piece of code.
Where? Is there some sort of hidden chip with a label on saying "don't activate unless trying to impress ladies?"
