Yes, they are. Though, not completely. It's a collaboration omake of Akira Toriyama, and Kochikame author Osamu Akimoto.

As for the 3rd and 4th images, about that sumo thing, I don't know.

I'm actually still looking for that omake, myself. XD

From what I read, this cop Ryo from Kochikame has superhuman strength and stamina, which I assume might rival initial child Goku (pre-Roshi training).

What's the chapter's name? Kochikame 30th anniversary, or Kochikame X Dragon Ball? By the way, I read it, and it was very good!

The second manga, Monmon no Sumou Yuugi (モンモンの相撲遊戯 Monmon's Sumo Games), seems to be authored by a man named Tsunomaru. Monmon being the protagonist of Tsunomaru's own manga Monmonmon (モンモンモン).

I'm actually looking for a couple of quotes from Goku and Gohan. Tried to find them but they don't appear to be in the "Strength Checker" section.

What does Goku say to Gohan before he fights Vegeta as Gohan and Kaioshin are leaving to stop Babidi and Dabura? Also, what does Gohan say to himself as he recalls what his father told him minutes before about unleashing all his power, while Boo's is about to awaken?

Context: as Gohan remembers Goku’s advice to get angry

(And if it's important or not obvious, that's definitely a Gokuu line, because the word for "I" is "ora.")

I can tell that the first mentions Majin Buu(魔人ブウ) at the end of the first line, the second mentions Janemba(ジャネンバ) in the beginning of the sixth line and Super Saiyan 3 like you said, but I don't know in which context. That's why I just wanted the entire thing translated to get a better idea of it.
Of note is the fact that the first one in the very first line mentions Goku and Vegeta(悟空とベジータ), which was the second part of DBZ movie 12's title coincidentally.
For the sake of which form Gohan used against Dabura discussion:

Since this comes from the Sparking series(aka the Budokai Tenkaichi series), unless something changed between the 2nd and 3rd installments, it should say that Gohan only used it at the 25th Budokai and the reason why he didn't use it afterwards is unknown.
