It's nothing like that.
They had 5 days before the tournament and instead of using them as build up they rushed everything.

Vegeta vs Cabba only lasted one episode. The story would flow out better if the first episode was Vegeta pushing Cabba to become SSJ and then the next one started with SSJ Vegeta vs SSJ Cabba.
Build what? They obviously wanted the U6 team to be a surprised since Champa only mentioned getting Saiyans on his team. So the reveal was purposely saved for when the tournament was about to start.
Even in this arc we barely seen anyone train for an episode except Gohan to explain why he went from Super Saiyan back to Ultimate. Everyone else got only a few minutes.
Since Monaka was a troll, they purposely revealed little about him and in the grand scheme of things, he wasn't all that important to waste much time on.

Did we really need an episode of Goku and Botamo's fight, and did we really need an episode of Goku and Frost's fight since we just came off of Resurrection 'F'?
Why did Vegeta and Cabba fight need more than one episode? Honestly what you suggest is just needless padding and the fight length was perfect. We didn't need an episode of Vegeta kicking Cabba's ass to get him enraged like a old Z episode and Super Saiyan Cabba was short and sweet.
Overall, the Champa Saga didn't need any of the stuff you mentioned. The reason why this saga needs a lot of building is because there are more universes, more fighters, biggest stakes, and even then we're not seeing everything. So you really can't compared the Champa Saga to this one. It is like calling the Saiyan Saga rushed because it isn't the length of the Namek/Frieza Saga, especially the Saiyan Saga in the manga that didn't have all the filler with the Z-Fighters training.
And to be frank, the building could have been shortened in this saga. 17 didn't need two episodes with space poachers and Tien and Roshi didn't need an episode with Yuri. I also think Episode 90 would have worked better without the double team between Piccolo and Gohan vs. Goku and Tien. They should have just done Gohan vs. Goku and they could have devoted the rest of the time to something else. Overall, these recruitments episodes would have flowed better if they cut off two or three episodes.
