Okay, I completely ignored those statements existed. Although I must say they are proposed conditions, not factual.
And about contradictions, first I did not say series, but franchise; secondly, Goten, Trunks and Bardock prove that the power level does not need to be that high.
Oh and here's a piece of fanon, I don't believe the kids are that strong. At all. They're probably about as strong as Gohan was with their age, before the ROSAT training, maybe a little bit more. The only reason they appear super strong is due to the fact they can prematurely go Super Saiyan, thus multiplying their battle power.
Apart from that, they are not impressive in any way.

As for Bardock, he was almost 10.000, but after that, he got his ass kicked from Dodoria, and then was caught in the explosion of Planet Vegeta, which sent him back in time. After that, he was found unconscious by a Plantian, and was healed by him. So, he most likely got a near death power up that made him go beyond the Saiyan limits.

They never trained under a great master like Piccolo, Goku, Vegeta, or any god, they never got their dormant power drawn out, and they never trained in any special place with high gravity. Nappa and Vegeta painted their armour and hair on the bug planet to make it harder for them to be identified as Saiyans/Frieza Soldiers. It obviously wore off on the trip to Earth which explains why they look so different before and after in the Anime.

Here's one, everything that has been stated to happen to Toninjinka in the games and guides is sorta true.
The following events are based on the video game The Mystery of Shenlong:
So Mutenroshi destroyed the moon and Toninjinka survived... somehow, he floated around space until bumping into Kurilien's space ship. They went back to his base in an empty moon nearby and become friends over time. During the Red Ribbon Arc, they somehow they stumble upon the radio frequency the Dragon Balls produce and replicate it in order to attract Goku.
Goku, Bulma and Kuririn travel to the base and shenanigans occur, resulting in Toninjinka's defeat.
The following events are based on the video game The Great Demon King's Revival:
Not satisfied and missing home, Toninjinka plans to return to Earth and Kurilien says they need help, so they recruit another bounty hunter, Synthesiser.
They arrive on Earth during the Piccolo Daimao Arc and invade Penguin Village. They are utterly defeated and both Kurilien and Synthesiser retreat, leaving Toninjinka behind.
The following events are based on the video game Attack of the Saiyans:
Defeated and alone, Toninjinka stumbles upon Yamcha's hideout and moves in. After the 23rd Tenkaichi Budokai, Yamcha decides to return home to check on his crib. He finds Toninjinka, beats the shit out of him and makes him his bitch, resulting in the only true win Yamcha has ever had.
And now this is just from myself:
After Yamcha dies during the Saiyan Arc and after Goku leaves, Toninjinka sneaks into Capsule Corp. and manages to steal a small prototype space vessel that Brief constructed whilst trying out for the main thing. He uses this to return to his friend, Kurilien and becomes a bounty hunter.
Eventually, during their travels around space, they land on Imegga and get stranded there for years to come. They were actually on the planet when Goku and co. were around.

Power levels work pretty much the same as levels in Pokemon including all the EV and IV's stuff so different characters would have different attack, defense and speed. It would also explain how Vegeta was able to tank Goku's Kaioken X4 despite it being around 30000 since he had higher defense stats.
