If Tullece is going to be use for the Saiyan saga, I think it would be cool if they use Dr. Uiro for the Android/Cyborg part of DBZ. Have him team up with Dr. Gero would be cool. Garlic Jr could still appear if they only use the Garlic Jr saga and not Dead Zone.

I was thinking it was Vegeta's badman outfit, the one labelled The Latest Fashion.

Don't fret about the background music you can actually choose it in one of the menus, its there in the video at some point. It's a good video with a fair bit of new stuff actually well worth a look.

Its colourable in the game but I think you're right as this shirt has the pocket square on the front while the pink badman shirt didn't it.
