I can't speak for anyone else, but when I refer to a character as "fodder" I'm usually referring to that character being a complete mismatch for their opponent. In other words, the difference in power between the two characters is so high that one of them has absolutely no chance of ever winning. For example, Krillin was "fodder" to Perfect Cell, as he couldn't even phase him with how powerful he was in comparison. In the same vein, Universe 9 was "fodder" to Goku and Vegeta because they stood absolutely no chance of ever defeating our two heroes. However, even though Roshi and Darkori are both very weak compared to, say, Jiren, compared to one another they're relatively close in strength, so neither is really treated as "fodder."

I think you and I might have a different definition of what constitutes as "skilled." Frost is quite powerful; in fact, he should be more than capable of one-shotting Roshi. Him making it to at least episode 109 means that Frost doesn't manage to do that, which just doesn't make sense to me. Obviously we'll have to wait and see what happens; maybe Frost will knock him silly and toss him out, only for Goku to grab him at the last second or something. I don't know, I just don't see what Roshi sticking around past episode 107 will really contribute to the rest of the tournament.
