You are using the wrong tenses. "Do" is present tense and "censored" is past tense. Neither of which are right. You want to use future tense since it hasn't happened yet. The answer is because his character design is based on an old racist stereotype. The dark skin and thick lips was a mask or facepainting designed to make fun of black people. Popo's lips might be censored to prevent people from seeing it and being offended. It's to protect the network from lawsuits I guess.

I would imagine that at this point, Mr. Popo's character design is just sort of cemented on American television to the extent that no one minds his *ahem* background.
I also think they'll keep the Vic Mignogna version of Dragon Soul as the intro song. As far as edits are concerned, I just don't think that it'll be as bad as the Saban-era edits. That could be completely wrong and optimistic--and it's not like I'll actually be watching that block, so I don't personally care--but I wonder how much, if any input Funimation will have in the edits made. Funi seems pretty set on keeping even the edited versions at a high level of quality, so it may have some bargaining power over the ultimate edits made for the CW airing. But of course, as the 4Kids guy indicated in the interview (which was really good and extremely interesting), the network rules the day when it comes to edits.

Regarding Popo, since it's been awhile, they might not be scared of that crazy black lady who originally made them do such things anymore. Come to think of it, would you guys say the violence level in tv version of Kai is about the same as it is in TMNT? If it is, folks might not have to worry so much. Then again, US stuff tends to get away with things anime can't often.

Kinda like how 4Kids dubbed three Pokemon eps that weren't aired due to Nintendo's interference. I assume you're referring to episodes 18, 35 and 38? Episode 18 was later dubbed with the boobies cut out, but episode 35 was never dubbed in any capacity. (It was however said by Maddie Blaustien that episode 38 was dubbed and simply not aired.)

Aside from the terribly cut audio samples "KAME-HAAAAAAAAAA", absolutely incomprehensible selection of video (Bubbles has the most screentime in this promo), terrible CG Dragon Balls, and just not letting the audience know what the fuck is going on or why they should watch this show, it's an acceptable promo.
Who put this together? They should be fired. This is beyond awful. This is an embarrassment. It's entirely too obvious that whoever put that together has no goddamn clue what they're doing or what the show is about.
