While it is an essentially flat realm, unlike round planets, it's length accross rivals that of the mortal Universe itself. So it may be a bit of a stretch to assume that every area of Hell looks exactly the same.

This is entirely based on opinion. Who's to say Yamcha and co. didn't get stronger than the Ginyu Force through training on Kaio's planet? It's not out of the realm of possibility, considering the power jumps characters get for the sake of plot and especially considering Piccolo's implied-to-be-stronger-than-Nail power after Kaio's training.
I always assumed that once an evil character died and went to Hell their power was somehow cut. This would explain everything from the Earthlings beating on the Ginyu Tokusentai, to Paikuhan handing Cell his ass, to Goku in base form not breaking a sweat against both Cell and Freeza.
