I retract that statement about Gogeta. He only ever shows a timer bar, not power-bars. My bad.

But in any case, the only characters in Budokai 3 to have 7 complete bars are Omega Shenron and perhaps Kid Buu, thought I may be missing out a few more. They, along with Vegetto, are among the top tier of characters that have verifiable powerbars to gauge, but unfortunately Gogeta can't be gauged for the reason previously stated.

I'm curious though. If Gogeta really was stronger than Vegetto, why didn't Vegeta and Goku fuse in the canon timeline? Resorting to a fusion type that is limitless (Potara) would be one hell of a decision to make for anyone.

The fusion dance had been used to excellent effect previously (Gotenks) which begs the question of why didn't Vegeta and Goku, who were two far more powerful fighters, use it during the Buu arc?

I guess it begs the question that if the Fusion Dance was so much more powerful than the Potara Fusion, why would they have gone to the trouble of fusing permanently if another method was avaliable, which is supposedly more powerful? Logic would tell you that if another form was more powerful, it would have been used at the time.

Although I think Budokai 3 is not the place to turn for answers on such questions, I would like to note that in Training mode there is a display that shows how much stronger characters get from transformations / fusions / misc. powerups.

All normal characters, untransformed, at their base Ki level exhibit 100%, with a couple of exceptions (Mr. Satan and Chibi Boo).

Most Super Saiyans - about 110%
Super Saiyan 2's - about 120%
Super Saiyan 3 - about 130%
Ultimate Gohan - about 136%
(Super Saiyan) Gogeta - 136%
Super Vegetto - 145%
Super Saiyan 4's - about 144%
Super Saiyan 4 Gogeta - 188%

I included "about" for most because it go's up and down depending on your overall Ki level, for those who don't know.

So, although it has no influence, Budokai 3 considers Vegetto to be significantly superior to Gogeta, and just above Super Saiyan 4 Goku and Vegeta - however massively inferior to Super Saiyan level 4 Gogeta.

I agree that it isn't a canon source, but it is pretty good I'd think. I mean, if SSJ3 could rival Kid Buu in the series, then it stands to reason that a SSJ4 would be able to at least compete with the various Super Buu fusions.
To show my appreciation, I'll only beat them half to death.
