The problem with this is that 17 vs Blue Goku is... well, also Toei logic. In the Super manga, 17 only fights SS3 Goku, so I don't think it's reasonable to blame this one on Toriyama. Sorry to ruin it, but an incorrect meme just isn't all that funny to me.

People are very ignorant when it comes to Super 17's power. While i agree that he was too strong in his initial state (before he absorbed anything), his boost in power obviously makes much more sense than DBS 17:
-It's a fusion
-It takes place 10 years after ToP arc in Super
-Super 17 is machine-mutant, not just android (people very often use "he has god ki" as an argument, so...)

It doesn't really matter if DBS 17 is equal to SSJ3 or SSJ Blue. It's still bs.
Hell Fighter 17 was equal to base GT Vegeta and that was enough for Vegeta to be surprised and say that he "powered up beyond belief".
Yet in Super they do not seem to be as much surprised with his even greater boost (he is probably stronger than Hell Fighter 17 and it's still 10 years before GT).

Also, Super 17 wouldn't really match SSJ4 if it wasn't for his energy absorption and we talk about fusion here, so yeah, DBS 17 makes no sense at all.

They straight asked the man himself if they could do such a battle and he told them 17 has a lot of potential so yes. So he totally knew about it from the get-go.

being fair in the anime never clarified as the android 17 increased its power
but it was never said because

in the manga although it was said ... is weaker than in his anime version

in gt depends how you take the goku statement about those who are stronger than buu

for both cases it is a legal gap that the author never clarified
