If that's Super Saiyan God, then it's pretty good.
Essentially interpreting the Goku we've always known, but just being a God, meaning with some twist to the hair and aura to convey more a feeling of "natural magic all over him".
But it could also be a drawing by some staff member, a representation of Goku about to become Super Saiyan, or even just base Goku charging his aura, with the twists being the result of the designer's own take/style on it.
It really looks drawn on the paper itself, with pencils and color pencils, when Toriyama usually colors with painting and Shueisha/Toei with digital means.
FInally, the last possibility is a mislead. It wouldn't be the first time they show us something that actually won't appear in the movie, but make people talk.
After having battled so hard to keep it from pictures, trailers, magazines and toy companies, would they really let some random TV show spoil the surprise?
Anyway, if it's Super Saiyan God, then cool (I like it and find it quite stylish by being minimalist and really keeping the overall shape of who Goku really is to make him a God), but if it's not, I wouldn't be surprised either. After all, what about the shiny blue aura we all saw? Or maybe it just appears for the transformation process itself? Or maybe this was just an early sketch of Super Saiyan God before the final version was made?
There are still many possibilities left, and little we know.
