Ignoring the "*sigh* *plot wtf?* *groan Freeza again*" aspect... would people react differently if Freeza had allowed Cell to absorb #18 in a way similar to Vegeta?

Yes. Piccolo along with Trunks, are the only ones who actively tried to stop Cell from becoming complete.
