Who's ultimately to blame for Cell's completion?

I'd say Cell, followed closely by Dr. Gero, but do we really want to get into my attempts at philosophical ramblings? 
I wonder, though, if Krillin had deactivated #18 with the remote, would she have just gone into a coma? Self-destructed? If the former, would Cell have been able to absorb her?
(Ah, it can't be the latter, otherwise Krillin wouldn't have gotten so close to do it.)
Or would Krillin have had to have destroyed her while she was shut down? And would sixteen have resisted?
*sigh*. If I can't pick Cell or Gero, have to go with Vegeta.

16. He should have had 18 leave him behind. He clearly knew the threat Cell posed and he should have just forced 18 to fly off without him. She would have gotten a lot farther and probably would have escaped. Then you have Krillin who just should have deactivated 18. I'll cut him some slack cause I know how it feels to like a woman. Finally you have Vegeta who pretty much fell into Cell's trap. Or in other words he was a fool.
I completely respect your opinion, and I respect you. I enjoyed discussing this with you, even if I don't completely agree.

I wouldn't blame Gero at all, fair enough he made Cell and he had planned for him to come into his ''perfect form'' but you can't blame him for Cell achieveing it, and from Gero's side, why would he blame anyone for him getting what he wanted. Although you can blame Gero for creating Cell, he didn't actually help him become perfect (besides programming Cell's determination and providing the androids).
You can't really blame Kurin either, he'd have to end a life to stop Cell becoming perfect, it wasn't his responsibility to do that, and he couldn't. So you can't blame Kurin.
Vegeta let Cell absorb 18 and didn't beat Cell when he had the chance, so theoretically you could put the blame onto him for letting him become perfect, though it wasn't really his responsibility to stop Cell from absorbing her, and he wanted Cell to do so.
I wouldn't say you could blame anyone really, due to circumstances people had an opportunity to stop Cell becoming perfect, though for some reason or another did not.. you can't really ''pitch the blame'', it was just something that happened.

Why didn't Trunks just go back in time to Gero's lab after he found it in the main timeline with everyone else and get rid of it?
I mean, yeah, the timeline that spawns the Buu saga would've ended up pretty much the same as Trunks's, but at least the new one he creates by going back to Gero's lab is safe.

The only point at which Cell could have been defeated is while he is fighting Vegeta and, of course, Vegeta had to let him transform and absorb #18. Aside from any philosophical stand points, I think Vegeta is the most to blame. I think it is without a doubt the most idiotic move in the entire series.
He explained that. It wouldn't solve anything in any currently existing timeline, just create some alternates of everyone who wouldn't have to deal with any Cells.
