They don't for the most part. They (usually quite meticulously) use sound effects and OST that are similar to what was originally used. Sometimes they'll even grab the actual OST/sfx, if they're available online. Has to be an incredible amount of work, but it still must cost less than licensing properties legitimately.

Regard the legality of how these types of dubs are able to go onto the airwaves in the first place, I've never been able to find anything on Albania specifically, but I'd guess that it's a lack of copyright enforcement. That's how Iranian dubs are allowed to be produced. Also, Albania is not an EU member, and therefore not subject to its copyright laws (that probably is a big factor).

The Taiwanese Mandarin dub of Dragon Ball DAIMA premiered on July 19th on the EBC etmovie television channel in Taiwan.

Only seen this now, but it's worth noting for any UK/Irish residents who still want a legal way to watch the English dub:

Good news: A German dub of Daima is currently being produced.

Bad news: Apparently, everyone's gonna be recast... again. This is due to the dub being recorded in Münich rather than Cologne (OG Dragon Ball) and Berlin (Dragon Ball Z onwards).

I feel for German fans, however the casting for Kai and gt was crap so maybe it'll be better?

That is good news. As you've said before fans from various European countries, not just Austria and Switzerland (the other two main territories where German is their first language) got into Dragon Ball through the German dub and in some cases it helped them learn the language, so I'm sure a lot of them will be delighted to watch Daima in German.

Guess time will tell how good the cast will be. Shame they're being recast again though.

It sucks that German speaking fans haven't had a consistent DB cast in these years because the recent movies had the original Z cast and the series had the Kai/Super cast. No wonder new fans are gonna be more confused with this new Münich cast.

On other hand, I've been looking about Daima in Italy and so far, Daima has been licensed by Starbright Licensing and recently Sabor. I guess Italy will be the next one to get a dub.
A little too late but yeah, I've been officially active in Kanzenshuu for ten years :)

They will make one for Spain. The last time I remember a Latin American Spanish dub being released in Spain, whether for anime or Western media, was with Pixar's Coco, one of the most recent cases where a dub for Spain was discarded and the Latin American dub was commercialized in that country.

Besides there are different words in Castillian and Latin American Spanish so it wouldn't make sense.
🇪🇸 Castilian Spanish = “th” sounds, vosotros, direct tone, European vocabulary.

🇲🇽 Mexican Spanish = softer pronunciation, no vosotros, more diminutives, polite tone, many Nahuatl words, and stronger U.S. influence.

I think simply airing the Latin American spanish dub would be a TERRIBLE IDEA. Spain has a lot of love for its dub and airing a dub that already aired like an entire year before on major broadcast television is a terrible idea.

This dub is not official
Diomid Vinogradov (the voice of Vegeta and Piccolo in 2x2 dub of DBZ) is back, but he voices Piccolo.

Nice to see Dragon Ball getting yet another chance in Russia after Z's cancellation in 2011 and Super's brief run (which 2x2 tried to promote as the franchises debut in the country) in 2019. Maybe this dub will at least introduce more fans in Russia and CIS countries to Dragon Ball.
