Every week off helps improve the production as a whole (and animators certainly aren't given the whole time on that, there's also writers and storyboarders that are likely given some of the time), I think more than anything what hurt them in the end was their inability to obtain staff. What I imagine happens every time we get a week off is that they push the deadlines for future episodes for the writers and storyboarders up a few days each and give the last 2 or 3 days to the animators, so a week off would be beneficial to the production as a whole, but a single week off isn't something that we the viewers would notice much of a difference from, but instead each week off would have a cumulative effect on the show.

I agree that taking weeks off does pile up to help the show, but I believe the problem is that they don't take enough weeks in bulk for it to particularly matter. The staff is always trying to catch up with itself instead of trying to be ahead, namely due to lack of pre-production, so unless we get a full month off the show in bulk, I don't think there will be a particularly noticeable effect in the output of the staff. Multiple weeks at once would have a bigger effect, sure, but every individual week still helps the production improve bit by bit. As I said, the quality of the lower end episodes of the Future Trunks arc were pretty night and day with the lower quality episodes of previous arcs, and I'm sure part of that is because of all those weeks off in that arc. It doesn't help that they are also restricted by when Toriyama finishes his outlines, though it honestly feels like Toei and the Dragon Ball Room are taking more and more control as time goes by so that might not be an issue in the future, hell even if they continue to be restricted to Toriyama's outlines if this arc is on the air for a long time that will help Toriyama get ahead.
I'm eager to see more of this arc, we still don't have any very good indication of what state the production is in now, and we might not know until the actual tournament which could be months away. I still feel pretty good about this arc's quality being a nice step above what's come before.

I believe that in March, the 12th (in Japan) there won't be a episode so that sure will alleviate the schedule somehow, at least a tiny bit.

So my speculations of a break in order to assist the manga in surpassing the anime were correct.
Let's hope that by April the manga will be in the tournament of might.
Also some slow episodes like 17's back story could do wonders to the schedule. I predict that 2017 will be the year that the anime will finally have a steady schedule.
Can't wait for thexample next arc getting scripts and ideas from the manga.

Just out of curiousity, has Ohara Tai'ichirou's quality of output gotten worse after his work on Z based on other series' his worked on? If not, I would really like to for him to do some cool stuff like he did during the Freeza arc, I really enjoyed his sense of timing there.
