It's a reference to a scene in the Super manga. Vegeta transforms into Super Saiyan God Super Saiyan, then Gokū tells him they weren't supposed to go Super Saiyan God Super Saiyan, but that he'll level it out by going Super Saiyan God Super Saiyan, biting his tongue in the process. Officially speaking, DBZ Movie 06 is set in an alternate continuity that's simultaneously minding the status quo of the then-ongoing story & minding its own business with its events (so it doesn't need to "fit" with anything). Daizenshuu 6 claims its scenario is placed after the Cell Game is announced & before the martial arts tournament starts.
