All that being said, "power levels" as they were called in the US were one of the most beloved aspects of the show for new fans. It was a main draw to the series, and gave a certain level of satisfaction that you could apply some degree of math to understand how truly incredible a character like Freeza or SSj Goku were. I think MOST fans of Dragonball like power levels, loved the concept of characters actually measuring them with scouters, etc.. they were also used in a few of the games and the like. It's just a cool thing about Dragonball.

"Bells" links to Bills due to Cat Bells, and both link to music and Whis who conducts an orchestra during his "Prelude to Destruction" super attack in Dragon Ball Heroes.
Also, I don't know why but Whis' clothes reminds me that of a conductor, and his hairstyle is also reminiscent of notes:

Yeah, Piccolo, Gotenks, and Vegeta are probably just stock art, so I wouldn't put much... stock into them.

Julian and I went over this earlier in the thread, but "bells and whistles" doesn't really work for the duo's name pun; it seems semi-plausible in English, but the kana spellings aren't very close, even for pun purposes.

That looks like ASSJ Vegeta to me. He even has the veins on his forehead. But I doubt this form will actually appear in the film. As said above they probably just used stock art.
