Nope. It's objectively a retcon, as stated before.
I mean I don't personally find it to be that bad of a retcon or anything, but it's still pretty much factually a retcon. I highly doubt Toriyama had Freeza in mind when writing the saiyan arc.

At what point in the Saiyan arc did Vegeta think of himself as the Strongest? Not disputing that it's a retcon, but the odds that it is go down the closer the arc gets to finishing

No, what I mean is: If the moment where he explicitly says he's the strongest is closer to the end of the arc, then it's less likely that Toriyama hasn't come up with Frieza yet

When he creates he fake moon.
That's about 10 chapters before the arc ends. So Toriyama probably hadn't thought of it yet

Toriyama said in an interview that he thought of Freeza during the 23rd Tenkaichi arc.

Why is it "DragonBall" and not "Dragon Ball", the former looks crunched and is not very nice to look like, well the latter is much nicer. Cancel the show and the thread, and change it. If you do not, I sue.

I found it! In episode 66 of Dragon Ball, titled "A Real Bind". Goku does indeed fire a Kamehameha at the RR Army Base. Two flying vehicles were shooting at him so he Kamehameha'd them. Looks like Gero's son was at that tower that got blown up.

When he refers himself as the strongest he meant the strongest Saiyan, it's not that hard to interpret that.

I actually really liked Baby. So I think it's pretty cool that he is fairly high on the list. I also dig the weird alien look he gets after he takes over vegeta and before he goes Great ape. It's a little strange how Vegetas body just does that, but I guess it just one of those times GT just magically give clothes to a transformation.

[spoiler]Baby[/spoiler] like the Shadow Dragons also sounds good on paper. Confusing plot aside, someone intending to go after the Saiyans for their past sins is a great storyline idea. And how each saga from Cell Saga onward was topping itself with villains with greater and greater regenerative properties, the liquid parasitism was crazy. It's too bad things didn't work out as well as it could have.
