Destrega: A DBZ game without the license.
As a kid growing up in the mid 90s, I had fell in love with Dragon Ball Z through both syndication and Telemundo. I was attracted to the high-octane battles that I thought would translate wonderfully to the world of video games. Sadly, there was only the highly disappointing DBGT: Final Bout, which I had sold right before the DB craze hit America (and thus my the money I received wasn't quite the astronomical $200 asking price Funcoland asked for a year later).
However, at the rental store, a game had caught my eye. Developed by Koei, a fighting game known as Destrega would worm its way into my living room, and subsequently my heart.
The game was fast paced, easily accessible, and contained the much loved ki-blast craziness of Dragon Ball Z. Though lacking a flight capability, Destrega did a better job of capturing the feel of Dragon Ball then any of the licensed games before it.

I've always felt that this is what the Budokai Tenkaichi games would play like, if it were developed within the limits of the PS1.

I definitely remember the title of the game, and the opening cinematic feels somewhat...."nostalgic".
I can't remember if I've played it, though.
I see where you're coming from. It DOES look like what I think Sparking! would be on the PS1. It also looks like it controls terribly, though...

Wow, I'm so glad somebody actually remembers this game! I picked it up on a whim when it first came out and loved it. Still dust it off every now and then for a few quick fights. The gameplay is fast, the controls are tight.. it's a blast and definitely one of my favorite PSX games. Needless to say, I've always felt it would serve as a terrific basis for a DBZ fighter; in my opinion, it's right up there with the Sparking! series and the Supersonic Warriors games as far as replicating that sort of action from the anime.
Above all else, I'm sad that it's seemingly quite unpopular and relatively unknown. I've yet to show it to anybody who already knew about it's existence. A sequel really would have been amazing.

I agree, this is underrated.
I remember I used to play this game all the time, acting out as if they were DBZ characters. To me this was a better representation of Dragonball than Final Bout (though in honesty, I got Final Bout just as Toonami began airing the Freeza saga and thought Cell was one of Freeza's transformations)

Speaking of games you played when deprived of a decent Dragon Ball one, I used to play Rival Schools because it kind of reminded me of Dragon Ball.
