Saw it on Kanzentai.

The OVA is now called "Plan to eradicate the Super Saiyans", and will be included on Raging Blast 2. It is a remake of the original, and will be viewable from the start. It uses new animation techniques, runs 30 minutes, and will include a clash with Freeza. Looks interesting, to say the least.
