I think there was a topic on this before. From what I remember, these were RAW or cel shots that were given to them by Toei for their advertising or cover artwork. Though I do wish the movies did look this.

They're high quality cel scans. Those pictures are also on DBox the movies singles

The only way to remove grain will also ruin the picture by removing the detail.

Ugh... This "Dragon Box Test" video makes FUNi's "remastering" look beautiful... :evil:

Considering we wouldn't be able to exist without it, I'd say it's very, very good. So it is with film and grain.

Yeah, they're just scans of high quality cels.

Perhaps the closest you'll find to that quality is through blu-ray. There's actually more of them out there, this one's still my favorite:

Film has grain. Scientific fact. It's impossible to have photographic film without grain. The end. If you don't like it, I suggest you avoid things that were put on film and stick to digital... everything.
