What happened to Vegeta's resolve to never fight again....?
At the end of the Cell arc when Vegeta felt humiliated in power by both Goku AND his son and more than a little shook up at Goku's death , he flies away swearing that he'll bever fight again.
Fast forward 7 years, there he is happily training away.
I mean this was only 2 chapters away from the Buu Saga , you cannot tell me the decision to continue DB was made THAT abrublty after the Cell Saga, and that they had to keep Vegeta fighting.
Why would Toriyama make him say such a shocking thing if he didn't plan to have him go through with it?

Vegeta said he'll never fight again, not training. He probably got his confidence back again in those 7 years.

A warrior doesn't train for the sake of training. He was planning on fighting Gohan at the upcomming tournament when he heard Gohan planned on joining.
I'm not saying they should've went along with that,(Vegeta? Stop fighting? Yeah right.) but at least give ppl some insight as to what happened after he made that decision.
When I first read that I remember going "wow, I wonder how they'll handle this... " and it was simple. They pretended like he never said it.

Well, it is Vegeta. He trained, got stronger and of course thought he could beat anyone and thus regain his confidence again.

It's another example of the Boo arc being a complete mess, when compared to the rest of the series (and Toriyama's bad memory).

If we considered DBZ movie 9 to be canon, then Bojack's attack was the inspiration for him to get back to his training.

It is as Kaboom says: He got over it, probably when he realized that he himself is the father of a half blood Saiyan and could in the future train him to be, as strong as his rival's son.
In that way effectively passing on the rivalry to the next generation just like those parents who failed at becoming famous by themselves and instead have their children becoming it instead.

As I said, it peaked my interest when I read that and was curiouse to find out how they'll use that in the future. It never came up again, I felt cheated

You know, people can and do say things in the heat of the moment. Vegeeta had just lost his son, even if he wasn't that attached to him, even by that point, and when he tried to strike out at Cell for whatever reason he had to do so, he was pretty much putting in all he had. And Cell literally wafted out of the smoke and backhanded him away like a fly. (Vegeeta kinda could have thought about this fact, you know, that he was the reason Cell got distracted enough to be overtaken by Gohan's Kamehame-Ha, and that he did kinda have some worth, but hey, I just went over my explanation as to why he wasn't thinking straight.)

He was frustrated over Goku and Gohan surpassing him, so, in the heat of the moment, he said that he'd never fight again.
I never took it to mean he was retiring from the battlefield for good. He's a Saiyan warrior, he's not going to just throw a tantrum and never fight again just because he's been surpassed. It's nothing to do with the Boo arc's retardation.

I don't see how it's even remotely something to be bothered about. I mean, it was firstly good to have him back. To be serious, Vegeta didn't actually want to fight anyone but Goku, and everyone else he fought was due to:
1) He had to, to be able to fight Goku, and
2) He realized what a stupid fuck he had been and sacrificed himself, and
3) He was about to lose everything, his home planet, had lost his family ect. No damn idiot would let shit happen just because of some vow.
Secondly, he said that after Goku died for the second time, and there was no chance for him to be able to fight him again. Thus, he made such a comment, which he had to take back when he after all could fight Goku.
