I finished the PAL Gamecube version of Budokai 2, during the ending credits it played a full length version of the opening theme. I completed it again and it played the same theme, but without anyone singing. Why?

Dunno, I had it the other way around. Guess it's random which version is played.

In Budokai 3 you get those 2 themes as a bonus. The one with singing is the european releases' theme and the other is the N.American one.
