Yes, it is. It's supposed to be sung by Mayuri here, a charatcer from Bleach.

If anyone cares, I have another song sung by Ryūsei Nakao - the ending theme to a "The Doraemons" feature. I think he's dueting with... not sure if it's Ikue Otani or Megumi Hayashibara.
