Can anyone else take over Kai?

Can anyone else take over Kai?

I have no idea about licensing and who has the rights to draw what and things of that sort....but is it possible for anyone else take ahold of Kai and finish drawing out and voicing/scoring the Boo saga to complete all of Z?

I could see FUNi doing it, only if they believe it did well enough in sales/broadcast ratings. Though it would ultimately be up to Toei, and I doubt they would.
