What exactly is it, and why? Was this originally suppose to be Super Saiyan, but the design was scrapped?

Daizex.com has a page about transformations, with FSSJ included. Be sure to check questions on the main site before posting.
To answer you in a nutshell, I think it's TOEI's idea of what SSJ would look like before it was officially released in the manga. Had the movie came out by the end of the Freeza saga, the transformation would have probably been identical the the official one.

DBZ movie came out in March 1991, a month before Goku became a Super Saiyan in the manga, so that's probably why the movie version of the form differs from the design that ended up being used in the manga and everything afterward. Via Daizenshuu 7, it was Toriyama who suggested that they depict Super Saiyan with upright hair for the movie. I suppose the anime staff came up with the rest of the design, and Toriyama then went on to come up with his own, so that's why the two designs don't have much in common besides the upright hair.

So yeah, basically in the movie it's supposed to be Goku as a Super Saiyan, but the actual Super Saiyan design ultimately used in the main series turned out so different that the later guidebooks just branded it "False Super Saiyan" and rationalized it as Goku becoming sort of but not quite a Super Saiyan.

The visual looks just like a Kaio-ken with upright hair. Is the golden aura pure coincidence?

I guess so.

I always found this form pretty cool, since it came out of pretty much nowhere, and was a bit of a surprise.

And despite whatever hate it may get me, I found the Funi soundtrack that went along with it pretty cool.

I dont have a problem with this form per-se but the thing that always bugged me was that the moviee was called "Supa Saiya-jin Son Goku" when he only transformed in the middle of the fight for a few minutes and it barely did ANYTHING!
They might as well called the movie "Super Earless Piccolo Daimao."

Herms, do you know what source is it where Toriyama is confirmed to suggesting to Toei to use upright hair for the Super Saiyan design in that movie? Thanks! -SFX

What sort of an answer is that?

Thread-starter, as Herms said this was actually supposed to be Super Saiyan. I think they didn't do it right because maybe they didn't want to spoil the real Super Saiyan look for the fans when it actually aired on the tele or it wasn't properly designed as yet. We'll never know, but my hunch is that they didn't want to show what it looked like properly yet.

Just like how in the anime, Vegeta originally had red hair because he hadn't appeared in the manga yet.

It's from Daizenshuu 7 pages 252-253, which takes a look at various anime-only stuff. It also says it was Toriyama's idea for Namekians to be weak to the sound of whistling.

In the anime Daizenshuu, this form was originally labeled as the true Super Saiyan form, but later re-labled as Giji or "False" Super Saiyan after the actual Super Saiyan form was introduced in the manga series.

How strong was the False SSj level form since it been nearly a decade since I watched the movie, and the only thing I recall False SSj doing was owning Lord Slug before he transform into a larger form?

I personally put him at around 3,000,000ish, and Giant Slug around 4,000,000ish.

I personally jump around at having it be between Goku's Kaiokenx20 and Super Saiyan's x50 multiplier.

No, all the daizenshuu came out after the manga wrapped up. Daizenshuu 6 (the movies and specials daizenshuu) avoids addressing the issue of what the heck Goku's "Super Saiyan" form in DBZ movie 4 really is in relation to the Super Saiyan forms we later see in the main series, but it certainly doesn't call it the "true Super Saiyan form". I believe Daizenshuu 7 (which came out two months after 6) is when the term giji/False Super Saiyan is first used.
