Just noticed something

This is probably filler, but I just noticed that USSJ2 doesn't decrease speed. When Trunks first started fighting Cell he kept up really nice and even outclassed him at some points. At least he was way faster than Vegeta. But then they both power up and Trunks still outclasses him, even Android #16 notes that "their speed is incredible", but then Cell really starts to exploit his speed and the battle is soon over. Anyway, if USSJ2 decreases strength then how come Vegeta couldn't lay a finger on Cell and Trunks got some pretty nice hits and even kept up while dodging and everything?

Same reason as to why Goku was able to keep up with Cell at the Cell Games. Cell wasn't going at full speed/power there. He was keeping it interesting, testing his and Trunks' limits.

Then why did #16 say, that their speed was incredible? It should've at least been more than in the fight with Vegeta otherwise it would be no big deal.

The speed would have gone up at first. And actual speed of movement from A to B wouldn't really decrease. But the bulk of muscles would slow reaction time and general movements such as punches, turning, etc...

I suppose that makes sense, but still he really kept up dodging and blocking at the start, he even got some punches through Cell's defence.

He would think their speed as being incredible, being so much weaker than Cell and Trunks, himself.

I was always under the impression that Cell was basically just playing around with Trunks to get his confidence up, so that he could utterly crush it and drop him into the depths of despair as he did later in the battle (after informing him he had no chance of victory).

Yes, but he already saw Vegeta fight Cell, so the speed of Trunks and Cell would have to be higher otherwise it wouldn't be a big deal.

That's probably the case, but still android #16 noted their speed was incredible, which wouldn't really surprise him, if they would've been slower than Vegeta.

PS: I know my theory is almost entirely built on that one line of #16, but to me they really did seem to go faster than Vegeta in the show too, but that's a pretty poor argument, so I'm using #16 instead.
PPS: I'm not trying to gain my right, I just want to be sure about this.
PPPS: This is mostly before Trunks starts to power up, when he really starts to get bulky Cell outdoes him, although he did let Trunks land a few punches. But before he powered up he was pretty much faster than USS1 if you ask me.

But also, if I recall correctly #16 was damaged at the time. Which means his sensors/processors/whatever may have slowed down, which could possibly effect the conclusion he came to.

Yeah thats true, no way #16 could of been functioning at 100% by that point.

But besides all that, the speed loss is a stated and agreed upon fact between the characters that never has a counter example come up afterwards. Trunks realizes his error after Cell points out the obvious for him, Goku mentions the transformations problems as well. Being they actually have the transformation I think we can take their word for it

Trunks was fast at first but then he started slowing down as he got tired and lost energy, whilst Cell retained the speed he had, Trunks got hit a few times as he started slowing down then totally got outclassed in speed by Cell.
